Parliament has published the Higher Education and Research Bill 2016 [Bill No 004 of 2016-17] for the ‘House of Commons Second Reading debate on the Higher Education and Research Bill 2016’.
The Bill was given its First Reading at the House of Commons on the 19th May.
The date of the Second Reading has not been announced, but MPs will have the opportunity to read the briefing paper above, which provides a background to the main provisions of the HE White Paper, which have been summarised as:
- The creation of the new body, the Office for Students (OfS)
- Changes to the research landscape and the creation of the UK Research and Innovation body (UKRI)
- A single entry simplified system for new HE providers
- Alternative payments and the deregulation of higher education corporations
The briefing also includes ‘reactions to the bill’, and in its four annexes presents information on the move towards (1) alternative providers; (2) the TEF; (3) widening participation and social mobility; (4) the research funding system.
