From\u00a0<a href=\"https:\/\/www.nytimes.com\/2017\/08\/08\/world\/europe\/croatia-hvar-party-tourism.html\">Hvar\u00a0<\/a>in Croatia, \u00a0towns near\u00a0<a href=\"http:\/\/www.bbc.co.uk\/news\/blogs-news-from-elsewhere-39281245\">Amsterdam<\/a>, and\u00a0<a href=\"http:\/\/www.independent.co.uk\/travel\/news-and-advice\/venice-fines-for-swimming-in-canals-is-it-legal-littering-enjoyrespectvenezia-swimsuits-brugnaro-a7864511.html\">Venice<\/a>, there is a belief that the tourism system, like the financial system, is not working for everyone. Local residents are starting to feel like they\u2019re receiving less than they\u2019re giving. Taking a critical approach, Michael argues that such codes work at different levels, from\u00a0marketing strategies, as\u00a0local politicians and businesses gain reputational capital by scapegoating tourists to their role in smarter\u00a0governance models.
