{"id":5280,"date":"2017-05-12T11:08:10","date_gmt":"2017-05-12T11:08:10","guid":{"rendered":"https:\/\/microsites.bournemouth.ac.uk\/cel\/?p=5280"},"modified":"2017-05-12T11:08:10","modified_gmt":"2017-05-12T11:08:10","slug":"he-policy-update-we-12th-may-2017","status":"publish","type":"post","link":"https:\/\/microsites.bournemouth.ac.uk\/flie\/2017\/05\/12\/he-policy-update-we-12th-may-2017\/","title":{"rendered":"HE policy update w\/e 12th May 2017"},"content":{"rendered":"<p><strong>Higher Education and Research Act 2017 <\/strong>\u2013 the final text has now been <a href=\"http:\/\/www.legislation.gov.uk\/ukpga\/2017\/29\/contents\/enacted\/data.htm\" target=\"_blank\" rel=\"noopener noreferrer\">published online<\/a> and in <a href=\"http:\/\/www.legislation.gov.uk\/ukpga\/2017\/29\/pdfs\/ukpga_20170029_en.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">a pdf version<\/a>. The next step will be implementation of the many changes in the Act, which cannot move on substantially until after the election \u2013 and of course in the unlikely event of a Labour victory, implementation might look rather different, as well as their much publicised promises on fees and loans (see below) &#8211; although.<\/p>\n<ul>\n<li>The TEF is in place (being run by HEFCE until the OfS takes over). It will be reviewed later this summer after the year 2 results are announced on 14<sup>th<\/sup> June.\u00a0 We are also looking forward to announcements on subject level TEF. There have been hints that there will be a structure for this that works alongside REF UoAs.<\/li>\n<li>Research structures \u2013 It was <a href=\"https:\/\/www.gov.uk\/government\/news\/david-sweeney-appointed-executive-chair-designate-of-research-england\" target=\"_blank\" rel=\"noopener noreferrer\">announced <\/a>that David Sweeney (currently Director of Research, Education and Knowledge Exchange at HEFCE) will be the Executive Chair of Research England in April 2018 when UKRI is established.<\/li>\n<li>The new research structure is set out in the <a href=\"https:\/\/www.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/523396\/bis-16-265-success-as-a-knowledge-economy.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">White Paper<\/a>. Research England will: \u201c<em>oversee the England-only functions in relation to research and knowledge exchange, including: <\/em>\n<ul>\n<li><em>providing grant funding to English universities for research and knowledge exchange activities, <\/em><\/li>\n<li><em>developing and implementing the Research Excellence Framework in partnership with the UK Higher Education (HE) funding bodies, <\/em><\/li>\n<li><em>oversight of sustainability of the HE research base in England and <\/em><\/li>\n<li><em>overseeing the \u00a3900 million UK Research Partnership Investment Fund<\/em>\u201d.<\/li>\n<\/ul>\n<\/li>\n<li>This appointment follows two more:\n<ul>\n<li><a href=\"https:\/\/www.gov.uk\/government\/news\/sir-mark-walport-will-lead-uk-research-and-innovation\" target=\"_blank\" rel=\"noopener noreferrer\">Sir Mark Walport, UKRI Chief Executive Designate<\/a><\/li>\n<li><a href=\"https:\/\/www.gov.uk\/government\/news\/john-kingman-to-lead-creation-of-new-6-billion-research-and-innovation-body\" target=\"_blank\" rel=\"noopener noreferrer\">Sir John Kingman as Chair of UKRI<\/a><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<a href=\"https:\/\/microsites.bournemouth.ac.uk\/flie\/files\/2017\/05\/research-structures-2.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-medium wp-image-5281\" src=\"https:\/\/microsites.bournemouth.ac.uk\/flie\/files\/2017\/05\/research-structures-2-296x300.jpg\" alt=\"\" width=\"296\" height=\"300\" srcset=\"https:\/\/microsites.bournemouth.ac.uk\/flie\/files\/2017\/05\/research-structures-2-296x300.jpg 296w, https:\/\/microsites.bournemouth.ac.uk\/flie\/files\/2017\/05\/research-structures-2.jpg 725w\" sizes=\"auto, (max-width: 296px) 100vw, 296px\" \/><\/a>\n<ul>\n<li>Implementation of the OfS \u2013 one appointment was made earlier this year, <a href=\"https:\/\/www.gov.uk\/government\/news\/preferred-candidate-for-chair-of-office-for-students-announced\" target=\"_blank\" rel=\"noopener noreferrer\">Sir Michael Barber &#8211; Chair of the Office for Students<\/a> (Education committee scrutiny <a href=\"http:\/\/www.parliament.uk\/business\/committees\/committees-a-z\/commons-select\/education-committee\/news-parliament-2015\/office-for-students-candidate-report-published-16-17\/\" target=\"_blank\" rel=\"noopener noreferrer\">here<\/a>). The Chief Executive of the OfS has not been announced yet. There is a vacancy open until 14<sup>th<\/sup> June 2017 for the <a href=\"https:\/\/publicappointments.cabinetoffice.gov.uk\/appointment\/director-fair-access-participation-office-students\/\" target=\"_blank\" rel=\"noopener noreferrer\">Director of Fair Access and Participation<\/a>, OfS. There will be a consultation on the OfS regulatory framework later in 2017 and the new bodies will be established in Spring 2018 (source: <a href=\"https:\/\/www.google.co.uk\/url?sa=t&amp;rct=j&amp;q=&amp;esrc=s&amp;source=web&amp;cd=7&amp;ved=0ahUKEwippYvT_unTAhUUOsAKHcQYCaEQFghHMAY&amp;url=https%3A%2F%2Fwww.hespa.ac.uk%2FViewDocument.aspx%3Ft%3D1%26ID%3D3728%26GUID%3D5a4b366d-d1e0-4874-be63-db3d9b35cab4%26dl%3D1&amp;usg=AFQjCNHxQRJ_WjyOpd-lvsrcFRi5h2VFzA&amp;cad=rja\" target=\"_blank\" rel=\"noopener noreferrer\">HEFCE, Feb 2017<\/a>).<\/li>\n<li>Regulatory structure and alternative providers \u2013 HEFCE have already published the first iteration of the <a href=\"http:\/\/www.hefce.ac.uk\/reg\/register\/\" target=\"_blank\" rel=\"noopener noreferrer\">new register of providers <\/a>\u2013 part of the White Paper changes. It includes alternative providers.<\/li>\n<\/ul>\n<p><strong>General Election \u2013 GE2017<\/strong><\/p>\n<p><a href=\"https:\/\/www1.bournemouth.ac.uk\/news\/2017-05-11\/uk-general-election-2017-exercise-your-right-vote\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>Have you registered to vote<\/strong><\/a> \u2013 <strong>and do you know where you will be on 8<sup>th<\/sup> June?<\/strong> There is a renewed push for voter registration \u2013especially as many students may not be at their usual address for this election. It is easy to register (with your National Insurance number), check or <a href=\"https:\/\/www1.bournemouth.ac.uk\/news\/2017-05-11\/general-election-myth-busting\" target=\"_blank\" rel=\"noopener noreferrer\">register for a postal vote if you will not be at home<\/a> or wherever you usually vote.<\/p>\n<p>Labour\u2019s leaked manifesto includes a pledge to abolish tuition fees, as well as reintroduce maintenance grants (as <a href=\"http:\/\/blogs.bournemouth.ac.uk\/research\/wp-admin\/post.php?post=60715&amp;action=edit\" target=\"_blank\" rel=\"noopener noreferrer\">noted last week<\/a>). This has been covered widely as part of a wider story about affordability of the manifesto commitments. Apart from cost, concerns have been raised that this policy, although it might increase participation amongst lower income families, would in the end mainly help high and middle-income families and those students who go on to earn higher wages (and repay their loans).<\/p>\n<ul>\n<li><a href=\"http:\/\/wonkhe.com\/blogs\/the-costs-of-labours-tuition-fee-pledge\/\" target=\"_blank\" rel=\"noopener noreferrer\">Wonkhe have an article <\/a>on the costs of this by Dr Gavan Conlon of London Economics<\/li>\n<li><a href=\"http:\/\/www.hepi.ac.uk\/2017\/05\/11\/scrapping-tuition-fees-scraping-away-glue-holding-sector-together\/\" target=\"_blank\" rel=\"noopener noreferrer\">HEPI blog here<\/a> that highlights the risks of the Labour policy<\/li>\n<li>Here is a <a href=\"http:\/\/www.bbc.co.uk\/news\/education-39883016\" target=\"_blank\" rel=\"noopener noreferrer\">BBC story<\/a> and a <a href=\"http:\/\/www.bbc.co.uk\/news\/av\/uk-politics-39891141\/whats-been-the-impact-of-tuition-fees\" target=\"_blank\" rel=\"noopener noreferrer\">link to their Reality Check <\/a><\/li>\n<li>Guardian coverage<a href=\"https:\/\/www.theguardian.com\/politics\/2017\/may\/11\/do-the-public-support-labours-rail-post-and-tuition-fees-policies\" target=\"_blank\" rel=\"noopener noreferrer\"> here<\/a><\/li>\n<li>With this week\u2019s focus on fees,<a href=\"http:\/\/wonkhe.com\/blogs\/the-benefits-of-university-spread-far-beyond-financial-gain\/?utm_medium=email&amp;utm_campaign=The%20Wonkhe%20Daily%20-%20Wednesday%2010th%20May&amp;utm_content=The%20Wonkhe%20Daily%20-%20Wednesday%2010th%20May+CID_767430abc0a181c4c8d8e73384d913e2&amp;utm_source=Email%20marketing%20software&amp;utm_term=The%20benefits%20of%20university%20spread%20far%20beyond%20financial%20gain\" target=\"_blank\" rel=\"noopener noreferrer\"> a blog on Wonkhe<\/a> by the President of the SU of the University of Central Lancashire emphasises the non-financial benefits of a university education<\/li>\n<\/ul>\n<p>ITV News have the <a href=\"http:\/\/www.itv.com\/news\/2017-05-11\/labours-leaked-manifesto-read-the-document-in-full\/\" target=\"_blank\" rel=\"noopener noreferrer\">whole draft manifesto as leaked<\/a> \u2013 there is a lot about schools and further and adult education but the fees and grants pledge is the only reference to HE.<\/p>\n<ul>\n<li>There is a paragraph about Industrial strategy too \u2013 but it doesn\u2019t say much that is specific apart from a change to business rates for plant and machinery, superfast broadband, Wi-Fi and mobile coverage and appointing a Digital Ambassador.<\/li>\n<li>In the Brexit section it talks about rights for EU nationals in the UK, seeking to stay in Horizon 2020, Euratom, Erasmus etc.<\/li>\n<\/ul>\n<p>For more general coverage on the election, the BBC have a \u201c<a href=\"http:\/\/www.bbc.co.uk\/news\/election-2017-39844115\" target=\"_blank\" rel=\"noopener noreferrer\">pledge tracker<\/a>\u201d.<\/p>\n<p>HEPI published a <a href=\"http:\/\/www.hepi.ac.uk\/2017\/05\/10\/future-uk-higher-education-manifestoes-say\/\" target=\"_blank\" rel=\"noopener noreferrer\">speech by Nick Hillman<\/a> at an event this week which mentions outward mobility (see next item) and makes a number of calls for change:<\/p>\n<ul>\n<li><a href=\"http:\/\/www.hepi.ac.uk\/wp-content\/uploads\/2016\/06\/Student-Academic-Experience-Survey-2016.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">better information<\/a> for students on where their fees go;<\/li>\n<li>renewed support for <a href=\"http:\/\/www.hepi.ac.uk\/wp-content\/uploads\/2017\/04\/Embargoed-until-00.01am-Thursday-27-April-2017-WHITHER-TEACHER-EDUCATION-AND-TRAINING-Report-95-19_04_17WEB.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">university-based teacher training<\/a> to tackle the recruitment crisis in our schools;<\/li>\n<li>a <a href=\"http:\/\/www.hepi.ac.uk\/wp-content\/uploads\/2016\/07\/New-Zealand-Report-87-Online1.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">tougher regime<\/a> for recouping student loans from those abroad;<\/li>\n<li>better support for <a href=\"http:\/\/www.hepi.ac.uk\/wp-content\/uploads\/2016\/09\/STRICTLY-EMBARGOED-UNTIL-22-SEPT-Hepi-Report-88-FINAL.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">students\u2019 mental health<\/a>, which is less good than among the population as a whole and young people in general; and<\/li>\n<li>a focus on the <a href=\"http:\/\/www.hepi.ac.uk\/wp-content\/uploads\/2016\/05\/Boys-to-Men.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">underachievement of young men<\/a>, who are less likely to enter higher education, more likely to drop out and less likely to get a First or 2:i.<\/li>\n<\/ul>\n<p>Sarah was at the event and noted that Jo Johnson repeated that there is no cap on international student numbers, referred to an ongoing focus on social mobility if the Conservatives win the election. The speech has not been published yet. Meanwhile it seems that the conservative Manifesto will include a repeat of the target for immigration in the 10s of 1000s (see <a href=\"https:\/\/www.ft.com\/content\/8d651a84-33d9-11e7-99bd-13beb0903fa3\" target=\"_blank\" rel=\"noopener noreferrer\">the FT<\/a> for some of the coverage). There is an interesting article from the <a href=\"https:\/\/www.instituteforgovernment.org.uk\/blog\/immigration-target-%E2%80%93-reality-check\" target=\"_blank\" rel=\"noopener noreferrer\">Institute for Government<\/a> on how this might have to work in practice \u2013 it does seem likely that there will need to be a work permit or visa arrangement for all, including (new) EU citizens if this is to be achieved. And there will be lots of lobbying from all the sectors who want their needs to be prioritised. Bloomberg have a <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2017-05-10\/-brickie-visa-could-plaster-over-skills-shortage-after-brexit\" target=\"_blank\" rel=\"noopener noreferrer\">story about a \u201cbrickie visa\u201d <\/a>reporting comments from Migration Watch UK.<\/p>\n<p>The <a href=\"http:\/\/www.heraldscotland.com\/news\/15273019.Tim_Farron_pledges_return_of_post_study_work_visas\/\" target=\"_blank\" rel=\"noopener noreferrer\">Herald Scotland report <\/a>Tim Farron pledging the return of post study work visas if the Lib Dems are elected.<\/p>\n<p><strong>Student Mobility<\/strong> \u2013 UUK published their <a href=\"http:\/\/www.universitiesuk.ac.uk\/policy-and-analysis\/reports\/Documents\/International\/UK-Strategy-for-Outward-Student-Mobility-2017-FINAL.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">UK Strategy for Outward Student Mobility f<\/a>or 2017-2020. This calls for more students to have an international experience and sets out a number of strategic objectives:<\/p>\n<ol>\n<li>Promote the benefits of study and work abroad<\/li>\n<li>Monitor trends in student mobility<\/li>\n<li>Build capacity in UK higher education to facilitate outward mobility<\/li>\n<li>Share best practice in UK higher education<\/li>\n<li>Provide a collective voice for UK higher education<\/li>\n<li>Influence government for UK higher education<\/li>\n<\/ol>\n<p>Most of these are about communication, information and lobbying. The third, on building capacity, is the most hard-edged, and the strategy proposes that UUK will work with the sector and others to do a range of things, including:<\/p>\n<ul>\n<li>Secure major investment to support outward mobility, including mobility grants.<\/li>\n<li>Secure new mobility opportunities for the UK sector, either directly or through strategic partnerships.<\/li>\n<li>Work with the Quality Assurance Agency (QAA) and university representative bodies including the Association for UK Higher Education European Officers (HEURO) and British Universities Transatlantic Exchange Association (BUTEX) to provide guidance on interpreting and applying quality assurance frameworks related to student placements overseas.<\/li>\n<\/ul>\n<p><strong>Brexit \u2013 <\/strong>Peter Mason, policy manager for UUKi, has written <a href=\"http:\/\/wonkhe.com\/blogs\/the-post-brexit-lessons-from-switzerland-for-uk-he-and-science\/\" target=\"_blank\" rel=\"noopener noreferrer\">a blog for Wonkhe<\/a> on the Swiss experiences with EU research and mobility programmes following their own referendum. The Swiss example \u2013 they were suspended from H2020 and Erasmus following their own vote on freedom of movement \u2013 was widely cited in the referendum campaigns as a warning that leaving the EU would mean the UK would not be able to stay in those programmes. The Swiss are still not in Erasmus, and they are back into H2020 following a compromise on freedom of movement. The most interesting lesson is that the Swiss tried to replace H202 with their own scheme \u201c<em>it lacked prestige and was not seen as a sustainable long-term substitute. Moreover, the damaging impact of the uncertainty created through the process was clear, with a significant drop-off in the number of Swiss participations in Horizon 2020 compared to the previous framework programme, particularly in collaborative projects<\/em>.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Higher Education and Research Act 2017 \u2013 the final text has now been published online and in a pdf version.
